The Welsh Purchasing Consortium has been in existence since 1974 and was reformed following Welsh Local Government Reorganisation in 1996. The WPC has been successful in delivering a range of benefits to its members, which comprises of Nineteen Welsh Authorities. This includes delivering competitive procurement arrangements, which have produced efficiencies and significant savings, to the sharing of best practice and the development and adoption of a suite of standard procurement documentation.


In 2015, Tascomi were successful in their tender bid for the Framework Agreement for the provision of a Public Protection and Building Control Software System by Pembrokeshire County Council on behalf of the Welsh Purchasing Consortium. 

After a rigorous tender process with an in depth assessment of both technology and functionality, the Framework Agreement appointed Tascomi as the single provider of a specialist Public Protection and Building Control Software solution, together with the subsequent maintenance and licensing arrangements, for up to nineteen of the Welsh Local Authorities who expressed an interest in participating in the Framework.

Adopting the new Public Protection cloud-based software system will help enable a number of very important deliverables for the Local Authorities involved.

This initiative is highly significant as an important signal of Welsh Local Authorities working together, mobilising around a common problem with a shared agenda and a clear objective, to achieve better outcomes.

Tascomi Public Protection is a comprehensive web-based software solution that has been designed in conjunction with Local Authorities to meet the changing needs of Environmental Health, Trading Standards, Licensing, Private Sector Housing and Housing Grants departments.

Born out of the necessity for collaboration, resilience and service efficiencies, the framework agreement is a pioneering, innovative and collaborative project, delivering digital transformational change to the delivery of Local Government Public Protection services across Wales.
